Why does the government subsidize the tobacco industry with one hand and support tobacco control programs too?

I don't understand this. The War on Drugs (which I think is a failure) doesn't target tobacco and tobacco kills countless more than illicit drugs. Somebody help me out here.Why does the government subsidize the tobacco industry with one hand and support tobacco control programs too?
It's sort of a Catch 22; our government gives money to both sides so that they can say they are doing something.

The tobacco industry, like many other corporate entities feel that they are entitled to corporate welfare (subsidies) just like every other corporation out there. Let's be real; do the oil companies really need a subsidy? NO; neither do the tocacco companies.

Supporting tobacco control programs gives the government a way out; a way to say that they are doing something about your concerns. What a crock.

Oh by the way the War on Drugs was lost some time ago; they should legalize some of them and tax it to death like everything else.Why does the government subsidize the tobacco industry with one hand and support tobacco control programs too?
Money. It is profitable either way it goes and the government likes a positive cash flow .
MONEY HONEY!
Follow the money trail. Cigarette taxes brings a lot of revenue to states and they don't wanna give that up.
Because tobacco is a crop that falls within the Federal Agriculture Program approved by Congress years ago, and the legislature that ';tried'; to control tabacco is under a different umbrella.

But yes, it is wickedly screwed up.
Good old boy system in congress?
They are playing justice with our tax money.
Welcome to pork barrel politics. Similar in the petroleum industry.
It's called ';neurotic.';
