The movie is called Idle Hands. It stars Seth Green (Family Guy), Jessica Alba (Fantastic Four), Devon Sawa (Final Destination), and Elden Henson (The Butterfly Effect). The movie came out in 1999, and yes, his hand was very evil :-)
